A JILAF delegation visited Kathmandu, the capital of Nepal, from February 6 (Friday) to 13 (Friday) for the SGRA (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network) project, which is being implemented with subsidies from the Japanese government (Ministry of Health, Labour, and Welfare).

A JILAF delegation visited Khon Kaen in northeastern Thailand from January 21 to 27, 2015, for the third meeting of the Central Promotion Committee and a national workshop relating to the SGRA (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network) project.

Industrial Relations and Labour Policy Seminar in Vietnam

JILAF, together with the Vietnam General Confederation of Labour (VGCL), held an industrial relations and labour policy seminar in Ho Chi Minh City, Vietnam, on January 14–15 on the main theme of “The Role of Trade Unions in an Age of Globalization.” A total of 70 people participated, including VGCL union members and representatives from the Vietnam Chamber of Commerce and Industry (VCCI).

Industrial Relations and Labour Policy Seminar in Bangladesh

JILAF and the Bangladesh Council of the International Trade Union Confederation (ITUC-BC) jointly held a two-day industrial relations and labour policy seminar in Dhaka, Bangladesh, on December 14–15, 2014. The seminar was attended by 75 Bangladeshi trade union leaders and others.

Industrial Relations and Labour Policy Seminar in Nepal

JILAF held a two-day seminar on industrial relations and labour policy in Kathmandu, Nepal, on December 11–12 with the participation of 55 people from the Nepal Trade Union Congress (NTUC), the General Federation of Nepalese Trade Unions (GEFONT), and the All Nepal Trade Union Federation (ANTUF), which are all affiliated with the International Trade Union Confederation Nepal Affiliate Council (ITUC-NAC). This was the second time for these three organizations to come together for this seminar on the main theme of “The role of trade unions in an era of globalization.” The first such seminar was held in the previous fiscal year.

JILAF, together with the Federation of Trade Unions of Myanmar (FTUM), held an industrial relations and labour policy seminar at the Hlaingthaya industrial estate in Yangon, Myanmar, on November 26 (Wednesday) and 27 (Thursday), 2014.

SGRA Project in Thailand (November)

JILAF dispatched a delegation to Thailand from November 24 to 30, 2014, for the SGRA project (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network). The delegation visited the districts where the project is being conducted, that is, Bangkok in the center of the country, Khon Kaen in the northeast, and Chiang Mai in the north.

LFTU/GUF/TUSSO Multinational Donor Coordination Meeting in Laos

The 4th LFTU/GUF/TUSSO Multinational Donor Coordination Meeting was held in Vientiane, Laos, on November 21–22 with the participation of 22 people from new trade union organizations in various countries, including JILAF, and 40 people from the Lao Federation of Trade Unions (LFTU) and other organizations.

Industrial Relations and Labour Policy Seminar in Indonesia

JILAF, together with the Confederation of Indonesian Trade Unions (CITU, or KSPI in Indonesian), held a two-day industrial relations and labour policy seminar in Jakarta on November 14 (Friday) and 15 (Saturday) with the participation of about 100 Indonesian union leaders.

A JILAF delegation visited Kathmandu, the capital of Nepal, from November 4 (Tuesday) to 10 (Monday) for the SGRA project (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network), which is being subsidized by the Japanese government (Ministry of Health, Labour, and Welfare). Meetings of the Central Advisory Committee (CAC) and the Expanded Management Committee were held during this period.

The SGRA Project in Bangladesh (October-November)

The JILAF visited Bogra and Khulna where the project is being conducted (October 21-29) and the capital Dhaka (November 6-11) for the SGRA project in Bangladesh.

Industrial Relations and Labour Policy Seminar in India

JILAF, together with the Indian National Trade Union Congress (INTUC) and Hind Mazdoor Sabha (HMS), held an industrial relations and labour policy seminar in Chennai in the state of Tamil Nadu, India, on October 15–16 with the participation of about 30 union leaders from those organizations.

Industrial Relations and Labour Policy Seminar in Sri Lanka

JILAF, together with the Asia-Pacific regional organization of the International Trade Union Confederation (ITUC-AP), held a two-day industrial relations and labour policy seminar in Colombo, Sri Lanka, on October 13–14 for leaders of the three organizations in Sri Lanka affiliated with the ITUC, namely, the Ceylon Workers’ Congress (CWC), National Trade Union Federation (NTUF), and Sri Lanka Nidahas Sevaka Sangamaya (SLNSS). A total of 58 people participated.

JILAF, together with the Pakistan Workers’ Federation (PWF), held an industrial relations and labour policy seminar titled “Globalization and the Building of Constructive Industrial Relations in Pakistan” in Rawalpindi on the outskirts of Islamabad on September 23–24.

JILAF dispatched a delegation to Nepal from September 7 (Sunday) to 16 (Tuesday) for the SGRA project (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network), a subsidized project from the Japanese government (Ministry of Health, Labour, and Welfare). The JILAF delegation visited Kathmandu and the three districts where the project is being implemented (Bhaktapur, Parsa, and Morang), attending various meetings, a Life Support Seminar, and Training of Trainers seminars.

INTUC-Led Workplace Environment Improvement Program (“POSITIVE”) in India

JILAF, together with the Indian National Trade Union Congress (INTUC), held an evaluation seminar of the POSITIVE workplace environment improvement program in Chennai in the state of Tamil Nadu, India, on August 22–24, 2014. (POSITIVE stands for Participation-Oriented Safety Improvements by Trade Union Initiative.)

JILAF, together with the Asia-Pacific Regional Office of the International Trade Union Confederation (ITUC-AP) and the Ong Teng Cheong Labour Leadership Institute (OTCI), held the 7th Youth Leadership Course for 16 days from August 20 (Wednesday) to September 4 (Thursday) in Singapore.

JILAF and ILO Hold Joint Multinational Seminar (August)

JILAF, together with the International Labour Organization (ILO), held a multinational seminar in Bangkok on August 4–7 on the main theme of “Promoting Sound Industrial Relations and Collective Bargaining in MNEs.” The seminar was attended by 24 young trade union leaders from the Asia-Pacific region.

A JILAF delegation visited Khon Kaen in northeastern Thailand from July 28 (Monday) to August 1 (Friday) for the 1st Khon Kaen Life Support Seminar and 2nd Khon Kaen Enlarged Working Committee (EWC) Seminar of the SGRA (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network) project, which is being implemented under consignment from the Japanese government (Ministry of Health, Labour, and Welfare).

Industrial Relations and Labour Policy Seminar in Cambodia

JILAF held an industrial relations and labour policy seminar in Phnom Penh on July 4–5 jointly with the Cambodian Council of the International Trade Union Confederation (ITUC-CC). The seminar was attended by 75 people from the three national centers affiliated with the ITUC-CC, namely, the Cambodian Confederation of Trade Unions (CCTU), Cambodian Confederation of Unions (CCU), and Cambodian Labour Confederation (CLC).

Industrial Relations and Labour Policy Seminar in Thailand (June)

JILAF held an industrial relations and labour policy seminar in the suburbs of Bangkok on June 21–22 together with the Thai Council of the International Trade Union Confederation (ITUC-TC) and with some participants from the Confederation of Industrial Labour of Thailand (CILT). (The ITUC-TC consists of the State Enterprise Workers Relations Confederation [SERC], the Labour Congress of Thailand [LCT], the Thai Trade Union Congress [TTUC], and the National Congress of Private Industrial Employees [NCPE]. The CILT consists of the Thai Confederation of Electronic, Electrical Appliances, Auto and Metal Workers [TEAM], the Automobile Labour Congress of Thailand [ALCT], the ICEM Thai Council, and the Textile and Garment Workers Federation of Thailand [TWFT].)

Discussions on Proposed SGRA Pilot Project and Survey in Laos (June)

In light of its experience implementing the SGRA (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network) project in Thailand, Nepal, and Bangladesh, JILAF dispatched Deputy Secretary General Ryo Saito to the Lao capital of Vientiane from June 16 (Monday) to 20 (Friday) to discuss the possibility of extending the project to Laos with local related persons and gather information about conditions in Laos.

SGRA Project in Nepal (June)

JILAF dispatched a delegation to Nepal from May 30 (Friday) to June 8 (Sunday) for the SGRA (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network) project, which is being implemented under commission from the Japanese government (Ministry of Health, Labour, and Welfare). As well as the capital city of Kathmandu, the delegation visited the Bhaktapur and Parsa districts, where the project is being implemented, and the district of Morang, where it is being launched from the current fiscal year. Meetings, life support seminars, and training of trainers seminars were held.

SGRA Project in Bangladesh (May–June)

In accordance with fiscal 2014 plans for the SGRA (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network) project in Bangladesh confirmed in April, life support seminars (LSS) and training of trainers (TOT) seminars were held in the three districts where the project is being implemented: Bogra (Rajshahi division), Khulna (Khulna division), and Chittagong (Chittagong division). In addition, monitoring was carried out to ascertain present socio-economic situations of people who completed vocational training in those districts in fiscal 2013.

Industrial Relations and Labour Policy Seminar in Mongolia (May)

JILAF and the Confederation of Mongolian Trade Unions (CMTU) jointly held an industrial relations and labour policy seminar in Ulaanbaatar on May 17–18 with the participation of 80 people, including members of CMTU-affiliated industrial and enterprise-based unions in eight provinces and representatives from the Mongolian Ministry of Social Welfare and Labour and the Mongolian Productivity Organization.

Industrial Relations and Labour Policy Seminar in the Philippines

JILAF and the Trade Union Congress of the Philippines (TUCP) jointly held an industrial relations and labour policy seminar, titled “Building Constructive Industrial Relations in the Philippines and Aiming for Job Stability and Fair Distribution,” in Pasay, Metropolitan Manila, on May 13–14. The seminar, which was being held for the first time in the current fiscal year ahead of other countries, was attended by about 120 people involved in labour administration, including enterprise-based union officials from four Japanese companies. TUCP President Ernesto F. Herrera, Director Benjo Santos M. Benavidez of the Bureau of Labour Relations of the Philippine government’s Department of Labour and Employment, and Second Secretary Hiroyuki Enoki of the Japanese Embassy in the Philippines also participated.

On the occasion of the start of activities in the fourth year of the SGRA project (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network), which began under commission from the Japanese government (Ministry of Health, Labour, and Welfare), a JILAF delegation visited the capital of Bangkok and Khon Kaen in the northeastern part of Thailand from April 22 (Tuesday) to 30 (Thursday) to hold discussions and coordinate with local people involved in the project.

SGRA Project in Bangladesh (April)

JILAF held this fiscal year’s first promotion meeting for the SGRA (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network) project in Bangladesh and a seminar for regional working group members in Dhaka on April 10–11, 2014. The seminar was attended by all 36 regional working group members from the three regions of Bogra, Khulna, and Chittagong, where the SGRA project is being implemented.

NTUC and JILAF Hold Non-formal School Management Meeting

On April 8 (Tuesday) the Nepal Trade Union Congress (NTUC) and JILAF held a school management meeting in Kathmandu for the nine non-formal schools that they are jointly operating across Nepal. About 50 teachers and school administrators participated in the meeting.
