Special Invitation Team

JILAF invited five people (including three women) from three organizations in three countries to visit Japan from July 26 to August 1, 2015. The three organizations were the Confederation of German Trade Unions (DGB), the Italian General Confederation of Labour (CGIL), and the Trades Union Congress (TUC) in the United Kingdom. During their stay the participants engaged enthusiastically in each program, asking questions, holding discussions, and exchanging experiences on desirable policies on the basis of their wide-ranging knowledge. The basic theme was “Employment and Labour Policies in a Society with a Declining Population.”
At the beginning of the program the participants heard a lecture from JILAF on “The Diversification of Employment Patterns and Collapse of the Middle-Income Class” and engaged in discussions. They showed interest in differences in the definition of living wage and the need to convey its importance to unorganized workers and the public.
On July 28, during their stay, a symposium titled “Thinking about Economic and Social Vitalization and Employment Policy in an Age of Population Decline” was held in Tokyo with the attendance of 48 people. All of the invited participants took part in the symposium as speakers and as panelists in the panel discussion, explaining about policies for the working-age population, the elderly, women, and migrants and the relationship with the labour market in their countries. Conditions differ even among the G7 countries. While the team participants became aware of the different policies being adopted by their countries, the Japanese audience was able to learn about factors and policies that are more mature than Japan’s as well as related issues.
The team also visited the headquarters of RENGO (Japanese Trade Union Confederation), RENGO’s Research Institute for Advancement of Living Standards (RIALS), and the Tokyo Foundation for Employment Services (Tokyo Shigoto Zaidan).
At the RENGO Headquarters the participants heard a lecture concerning mainly gender equality policy and related efforts, and at RIALS they discussed cases of transborder dispatch workers and other matters. At the Tokyo Foundation for Employment Services, meanwhile, they visited the Tokyo Work Center, which is operated by the foundation, where they received an explanation of the service for matching elderly, women, and young jobseekers with actual job vacancies and one-stop services, such as jobseeker seminars.
Discussions and exchange at the places visited were lively. Not only were the invited participants able to learn about actual efforts and projects relating to employment and labour policy in Japan, but conversely they were also frequently called on to answer questions from people they met about what policies were being taken in their own countries.
