JILAF invited a team of 12 persons from seven organizations in six East European countries to visit Japan from October 28 to November 10.
Through the visits to labour-related organizations and lectures, the participants studied such topics as (1) characteristics of the postwar Japanese labour movement and current issues; (2) the legislative system supporting the labour movement; (3) the social security policy of RENGO (Japanese Trade Union Confederation) toward the building of a secure and stable society; (4) the job introduction and vocational training support programs of Hello Work Kagoshima as an active employment policy; (5) the employment and industrial policies of Zenkoku Gas (Federation of Gas Workers’ Unions of Japan) and the activities of the Tokyo Gas Workers’ Union; and (6) the mutual-aid schemes of Zenrosai (National Federation of Workers and Consumers Insurance Cooperatives).
As a result of the impact of the European economic crisis, Eastern Europe has high levels of youth unemployment and nonregular workers, so the participants showed particular interest in what employment policies Japanese labour-related organizations were adopting for young people.
In the RENGO Kagoshima program, for example, they learned about Kagoshima Prefecture’s new employment creation plan and showed a keen interest in the job- hunting and work support being provided for young people, out-of-work people, disabled persons, and others on the basis of this plan. Each participant took an active part in the program and displayed an attitude of wanting to take the information gained through the lectures, visits, discussions, and so on back to their own countries and utilize it in their own organizations and workplaces. They made such comments as “I want to conduct international exchange with the youth organizations of Japanese trade unions” and “I want to actively visit Japanese companies operating in my country and promote organization.”
