JILAF invited a total of nine persons (including three women) from seven organizations in six countries in Central America to visit Japan from August 29 to September 11.
The participants showed much interest in such topics as the Japanese labour-management consultation system, the productivity movement, collective bargaining, the spring labour offensive, and labour-management disputes in multinational companies.
At Rengo Chiba, they heard explanations of efforts to ensure employment stability, improve wages and working conditions, establish the rights of working people, and respond to the problems of irregular workers, as well as Rengo Chiba’s support for people working in medium-sized, local, and small businesses and its labour consultations corner.
At Hello Work Chiba, a public employment security office, the participants experienced actually searching for jobs using a personal computer. Since many countries do not have such a system, they were extremely interested in its operation.
In company visits, the participants went to the JFE Steel Corp. East Japan Works and Ichihara Ecocement Co. At JFE Steel, they asked questioned about such issues as labour accident countermeasures and election methods and terms for union executives. At Ichihara Ecocement, they inspected the eco-cement manufacturing facilities and were clearly very impressed by the cement manufacturing technology using waste incineration ash as the principal material, the first of its kind in the world.
In the visit to an industrial organization and workplace, the participants went to the Yokohama Plant of Kirin Brewery Co., which is a member of Food Rengo (Federation of All Japan Foods and Tobacco Workers’ Unions). After hearing an explanation of Food Rengo’s activities to raise the status of workers in food-related industries, the participants had discussions with executives of the Yokohama Plant union and inspected plant facilities.
The participants displayed a keenness to learn about the labour and social situation in Japan and to return to their own countries with as much information and knowledge as possible.
