SGRA Project in Thailand (August)

A meeting of the Khon Kaen Working Group was held in the northeastern Thai province of Khon Kaen on August 17 for existing network members (organic riceberry, or red rice, farmers) to discuss and confirm, among other things, the establishment and introduction of an SGRA credit union mutual-aid insurance menu (fire insurance), which will be a first in the four countries where the SGRA project (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network) is being implemented.

JILAF visited Dhaka, the capital of Bangladesh, on July 9–10 for the SGRA project (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network), which is being implemented with grants from the Japanese government (Ministry of Health, Labour, and Welfare). During the visit a Training of Trainers (TOT) seminar was held with the aim of strengthening the operation of SGRA cooperative societies (shomobae shomitee).

Industrial Relations and Labour Policy Seminar in Nepal

JILAF held a two-day seminar on industrial relations and labour policy in Kathmandu, Nepal, on December 13–14 for the three organizations affiliated with the International Trade Union Confederation (ITUC), namely, the Nepal Trade Union Congress (NTUC), the General Federation of Nepalese Trade Unions (GEFONT), and the All Nepal Trade Union Federation (ANTUF). Fifty-seven people attended, and 11 media organizations covered the seminar’s first day, including the Kantipur National Daily, News 24, and Mountain TV.

JILAF, recognizing the importance of building sound industrial relations and strengthening the labour movement (through the expansion of organization and so on) in order to protect the rights of workers and thereby achieve employment stability and social and economic development in Bangladesh, held a two-day industrial relations and labour policy seminar in the capital city of Dhaka on November 19 and 20 jointly with the Bangladesh Council of the International Trade Union Confederation (ITUC-BC).

JILAF, together with the Confederation of Trade Unions of Myanmar (CTUM), held a two-day industrial relations and labour policy seminar in Yangon, Myanmar, on November 28 and 29. It had been expected that 50 people would attend the seminar, but in the end a total of 104 people turned up, including not only CTUM officials but also representatives of the government and employers.

SGRA Project in Bangladesh (October)

On October 25 JILAF held the 2nd Central Roundtable Meeting and the 3rd Central Working Group Meeting in Dhaka, Bangladesh, from the perspective of improving and uplifting the livelihoods of local network members (informal-sector workers and their families who do not receive public support) and further strengthening independent and autonomous project management by the Bangladeshi government, labour, and management and the International Labour Organization (ILO).

JILAF invited 12 people from Laos and Vietnam to visit Japan from August 30 to September 12, 2015. Because there are so many differences between these two countries and Japan in terms of political setup (they are socialist countries) and the structure of trade unions, and because the participants from these two countries had similar interests, overall they participated actively in the two-week program.

SGRA Project in Laos (October)

JILAF is implementing the SGRA project (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network) in Laos from the current fiscal year, and on October 1 it held the second meeting of the central Promotion Committee (PC), which consists of representatives of the central government, labour, and management in Laos and JILAF. In the meeting, the participants confirmed the progress, results, and achievements of the project so far and held policy discussions for the project’s development from now on.

In order to begin all of the vocational training programs stipulated in the fiscal 2015 SGRA (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network) project plan, JILAF attended commencement ceremonies for higher-level calico production training (18 persons, started July 30) and construction training (20 persons, started August 1) in Dhaka, Bangladesh, and for leather training (13 persons, started August 3) on the outskirts of Dhaka, giving encouragement to the network members.

On July 2 and 3 an Enlarged Working Committee (EWC) seminar was held in Laos with the purpose of training core human resources to play a central role in promoting the project and discussing specific activity plans (Life Support Seminars, establishment of mutual-aid organizations, etc.) in the two districts where the project is being implemented, namely, the capital of Vientiane and the southern province of Savannakhet.

JILAF held a two-day seminar on industrial relations and labour policy in Kathmandu, Nepal, on December 11–12 with the participation of 55 people from the Nepal Trade Union Congress (NTUC), the General Federation of Nepalese Trade Unions (GEFONT), and the All Nepal Trade Union Federation (ANTUF), which are all affiliated with the International Trade Union Confederation Nepal Affiliate Council (ITUC-NAC). This was the second time for these three organizations to come together for this seminar on the main theme of “The role of trade unions in an era of globalization.” The first such seminar was held in the previous fiscal year.

JILAF held an industrial relations and labour policy seminar in the suburbs of Bangkok on June 21–22 together with the Thai Council of the International Trade Union Confederation (ITUC-TC) and with some participants from the Confederation of Industrial Labour of Thailand (CILT). (The ITUC-TC consists of the State Enterprise Workers Relations Confederation [SERC], the Labour Congress of Thailand [LCT], the Thai Trade Union Congress [TTUC], and the National Congress of Private Industrial Employees [NCPE]. Discussions on Proposed SGRA Pilot Project and Survey in Laos (June)

In light of its experience implementing the SGRA (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network) project in Thailand, Nepal, and Bangladesh, JILAF dispatched Deputy Secretary General Ryo Saito to the Lao capital of Vientiane from June 16 (Monday) to 20 (Friday) to discuss the possibility of extending the project to Laos with local related persons and gather information about conditions in Laos.

SGRA Project in Nepal (June)

JILAF dispatched a delegation to Nepal from May 30 (Friday) to June 8 (Sunday) for the SGRA (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network) project, which is being implemented under commission from the Japanese government (Ministry of Health, Labour, and Welfare). As well as the capital city of Kathmandu, the delegation visited the Bhaktapur and Parsa districts, where the project is being implemented, and the district of Morang, where it is being launched from the current fiscal year. SGRA Project in Bangladesh (May–June)

In accordance with fiscal 2014 plans for the SGRA (Supporting Grass-Roots Activities through the International Employers’ and Workers’ Network) project in Bangladesh confirmed in April, life support seminars (LSS) and training of trainers (TOT) seminars were held in the three districts where the project is being implemented: Bogra (Rajshahi division), Khulna (Khulna division), and Chittagong (Chittagong division). In addition, monitoring was carried out to ascertain present socio-economic situations of people who completed vocational training in those districts in fiscal 2013.

Industrial Relations and Labour Policy Seminar in the Philippines

JILAF and the Trade Union Congress of the Philippines (TUCP) jointly held an industrial relations and labour policy seminar, titled “Building Constructive Industrial Relations in the Philippines and Aiming for Job Stability and Fair Distribution,” in Pasay, Metropolitan Manila, on May 13–14. The seminar, which was being held for the first time in the current fiscal year ahead of other countries, was attended by about 120 people involved in labour administration, including enterprise-based union officials from four Japanese companies. TUCP President Ernesto F. Herrera, Director Benjo Santos M. Benavidez of the Bureau of Labour Relations of the Philippine government’s Department of Labour and Employment, and Second Secretary Hiroyuki Enoki of the Japanese Embassy in the Philippines also participated.
